His upside-down rule would make presidents immune from every criminal act, so long as they could plausibly claim they did it to boost their re-election effort. To a normal person, a president making the performance of his or her public duties contingent upon receiving some personal gain looks like bribery solicitation. Not Dershowitz. To him it is exculpatory.
